It is a thing. Only the rules are different in different places. Where I am from, we were taught that placing the knife and fork parallel at 3:00 tells the wait staff you are finished. We were also taught to place one's folded napkin to the left of the plate, not on the plate or on the seat.

I guarantee no one is communicating with wait staff with silverware placement in the USA and I’m pretty sure that’s never been a thing. 🙄
