When I make a new game, do I have to publish it in the workshop if I want to play it with friends/family? Or can I just give the a link or password or a file so we can play without the need to have it in the workshop till the game is done and tested?

Unfortunately I don't know. I've only played solo. I'm not an expert with the system. Just sharing what I do know.

You just have to have them added as friends on steam if your playing on different computers, then in the join section click on friends only. If plsying on one pc click the hotseat button in the create section

Your friends can join a game that is not on the workshop if you are the host of a multi-player session. If you upload to the workshop, your game will still not be publicly visible until you specified otherwise from the worshop page (I think you can make it only visible to your friends btw), it might be a good thing for them to download it prior to the game (= subscribing to the workshop page) as they will have a lot of files stored locally on their pc, which will result in faster loading times (from my experience at least).

Hello! I would like to know if there is a way I can create a card game in Tabletop Simulator using my own images as the card art? Like, is there any way I can get some images from google or Pinterest, for example, to put for art on my cards? I asked this because I've seen some other tutorials on youtube, but they didn't make it clear, you know? So, how can I do this? Sorry for my bad english.

Once you have created your cards, right clic -> custom and you can import your image from your pc for the front and the back (the size of the card will automatically adjust to the one of your picture), and you can still resize it with right clic then scale afterwards.

So I have this white box on the main screen with a back arrow, search bar and a yellow star on the bottom left. I can't create or join a game and that box supercedes everything else I manage to get to pop up on the main screen. Any ideas? I can't get rid of it.

Only the game itself costs money, the workshop mods are free, but to install the mods you have to own the game in the first place. Hope it helps.

Not unofficial games in steam workshop. There are "official" games are DLC and do have cost.
