If "perdon" is the bringing apology and being used if you bumped into someone accidentally etc. why would we use it asking the person to repeat what they said slower? Why it is not "disculpe" at this time?

You would use the s for someone familiar, like a family member or friend. Not using s is for a stranger or more formal. It would be the difference of saying “dude” vs “sir.”
