I doubt Zmarzlik would apply for a foreign licence to represent a country he has nothing to do with for financial reasons only

Nobody has to, there is a bunch of mightily talented Russian riders who had to go through hardships to get to where they are now, they ride in Poland and Sweden as does Chugunov, they may or may not hold foreign citizenship yet they still represent Russia despite any obstacles
