Because there is no "perjury" taking place . Prejury; the voluntary violation of an oath or vow either by swearing to what is untrue or by omission to do what has been promised under oath. Just because a question is not answered (5th) or answered in in a prolonged roundabout method does not equate to "perjury". However those type of answers lead to characterization of the witness as being , unhelpful and prevaricated!
