I'm leaning toward option 2 or 3, since I'm sort of getting the impression the dudes's just really enthusiastic about radical ideas nobody around him is willing to accept, so much so to the point he gets diagnosed with something and treated, before returning back to the way he was before he ever saw the singing birds (he starts and ends the song taking out his garbage). The slow, calm, part of the song I relate to heavily since this sort of thing I have experienced...
