My guess it derives from the name "Herbert", which is often shortened to its diminutive form "Herb". Since Herbert is a kinda out-of-fashion name by the time Dan was coming of age (the Eighties and Nineties), anyone growing up in that era with that name would undoubtedly be seen as having a dorky name. It also helps few, if any (definitely none that I know of offhand), English dialects from the US pronounce "herb", as in "herbs and spices", with the H not being silent.
