they never implied either way in the anime, at the end of the anime kyoyas father is on the phone with tamakis father and they are more or less politely arguing whos son should marry her. kyoyas father was like "i think that haruhi would be perfect for my son kyoya" and then tamakis father was like "im sorry, im afraid thats the one thing i cannot allow" and goes on to more or less say he wants her to marry tamaki instead. (those were not exact quotes, but they were more or less accurate)
