Yes it took that long. Nothing can be done without orders. They cannot get rifles and live ammunition without orders from the Pentagon and that's for every state NG. Weapons cards have to be printed and distributed for accountability. Bullet proof vest have to collected and distributed. All of these take orders to be written, issued, and then cut through a chain of command. Furthermore, this equipment is not lying around at every NG "armory". Not every "armory" is an armory, it's just a name. Most of the riot gear and weapons systems are located, of course, on active duty installations, again, which requires orders to be issued and they have to know who's coming and when. Then you have to choose a mobilisation site, set the mission parameters, etc.etc.etc. Let's say this much, let's be glad it wasn't a foreign power and this will never happen again. There will most likely be an active NG unit manning DC onna rotational basis from here on out. And it won't be for traffic control.

If a regular National Guard force is going to be deployed (without prior notice, or being on "Alert" status), the time required is measured in several hours--not a couple of hours. If a National Guard force is in "Alert" status, then sure--they can be deployed/redeployed or re-tasked in minutes (if they are properly equipped (which includes communications), and have been briefed on their duties).
