I see so many comments saying this is Project M or a modification of Brawl but I"m pretty sure it's not either. I'm almost positive that this is just a regular Brawl TAS with a code that allows all moves to be cancelable (even without the move connecting). Also for those people saying that Falco has his shine in Melee, he doesn't. It looks like he's just throwing out down-b and immediately canceling it to get that effect (you can even see this animation if you pause it a specific points).
