Actually, in this fan game, Asgore's HP functions in cycles. Each cycle is repeated, and if you try to hit Asgore in a part of the cycle that you already previously hit him in, he will dodge the attack. Since the TAS doesn't need to ACT in between attacks, it can do the entire fight in one cycle and avoid Asgore dodging alltogether.
