All money is supposed to come back to you. Infact when he said taxes are one way, I'm surprised none of those journalists rebutted. The government collects tax so that it can provide social services to its people, including healthcare, education, housing, employment, social welfare etc. All this money is yours, there's nothing like pesa ya serikali, so this housing deduction is still a tax that's meant to provide houses to the citizen. The problem is the average citizen is currently poor and overtaxed. Even in developed countries, most people don't own homes. Lower levies around construction and construction materials so that housing can be affordable. Develop rapid transport systems so that workers don't have to live in urban centers where housing is more expensive. Regulate prices in the land and real estate sector. Build government houses that can then be rented out to the public at low cost. Affordable housing does not necessarily mean owning homes. You can make rent affordable by doing a number of indirect improvements that don't burden the citizen. Shida ya hawa leaders ni laziness. Tax them to death!

As a contributor, you can chose to withdraw the cash after 7years and get some interest. The finance bill is for funding budget estimates. It outlines the tax measures. NSSF and NHIF levies do not come through the Finance bill, neither are they budget estimate items. One is insurance and the other a retirement saving.
