In order to satisfy her contract with Family Guy ; keep the show running and pursue her own acting career, Seth McFarlane and other writers decided that the family will hate Meg. Watch A Goody Movie, or Scooby Doo Zombie Island, or if you'd prefer a tv show, something like Martin Mystery or The Boondocks, then watch (non-netflix) modern 2d animated shows. Actually a really good comparison is watching Teen Titans, then watching Teen Titans GO. If you're asking for the specific difference between tweening with paperdools and frame-by-frame, in frame-by-frame, each frame is hand-drawn, everything from walking to capes fluttering, to talking is all drawn for each scene. With tweening and paperdolls, most characters are separated into parts (upper arm, lower arm, head, hand, neck, etc.), and animation is achieved through telling a program to move each part in a set way to a set place in a set time.
