Robert L. O’Connell, Ph.D., has worked for the federal government in arms control and intelligence. His previous publications include “Of Arms and Men: A History of War, Weapons and Aggression” and “Sacred Vessels: The Cult of the Battleship and the Rise of the U.S. Navy.”
