I like the part where he explains the water cycle like pokemon rules work the same way as normal rules. I mean. Heck. Even its pokedex entry says "Kyogre is named in mythology as the Pokémon that expanded the sea by covering the land with torrential rains and towering tidal waves" meaning this DOES WORK, further more this is the same universe were common animals can conjure wind, fire, lightning, instantly change the weather with no consequences, manifest psychic powers, alter reality, shape shift, and these are just REGULAR pokemon, the legendaries can rip space apart, control and distort time, alter reality to an even more extreme degree, and create AN ENTIRE UNIVERSE FROM NOTHING! So yeah, since kyogre is a legendary. I think its safe to say he can create normal water.

All of the landmass that gets formed out at sea by volcanic eruptions is gradually overtaken by the ocean as volcanic hotspots change locations due to the shifting of the earth's tectonic plates. Furthermore, the land gets liquefied and reabsorbed into the earth's mantle whenever two tectonic plates collide and one shears over the other. His plan was literally just to create more land, which would just sink into the ocean or get reabsorbed into the mantle, and then pull it back out of the mantle again, only for it to eventually get reabsorbed again.
