If you just compare their potencial in airbending, I think Jinora would be number one, closely followed by Zaheer and her father as number 3. I feel like Zaheer was extremely talented, performing really well from the beginning. I can imagine he studied airbending moves even as non-bender, seeing how obsession with Guru Laghima. But he kinda lacked the training and sort of... idk consistency, that Tenzin had. The levitation/flight is, to me, more of a spiritual thing, than connected directly to airbending.
