I actually like the idea that the World has the stand abilities of all (currently active) Joestars. It would explain why both Jotaro and Joseph have the same power as Dio. (There was that one scene where he used something like Hermit Purple) Dio may have thought time stopping is his original power because it’s the first he discovered and that’s why he mostly relied on it. Jotaro's timestop was weaker when they thought because Dio has been training his while Jotaro just discovered his special ability.
