If you don't have that then you can provide marksheet. Even don't have marksheet also. Then go to your university. They will take some charge and then you will get certificate. If they have told you that hold for certificate only then they should provide offer after submitting.

So in my opinion wait till one month and after that if they doesn't send offer letter then try another organization because all MNC hire in bulk and when they get suitable project for candidate then they send offer letter one by one. Suppose they get project after 4 month. So that it will not be beneficial to wait. Even they may not send offer as well I have faced same experience with Mindtree. But don't be upset. Try another organization. Learn and practice more. I know you will get better opportunity. During this time if they send offer then it will be better but you should try another.
