The author is meaning to refer to "flashing" Taskbar objects - which is instead an OS software issue. If your system was a desktop, you might be able to upgrade your video card. Possibly not on a laptop. But that wouldn't solve your problem if your transmission rate is inadequate.

Windows is a complex piece of software. If they patch every little problem people have, it WILL create a lot more problems; some sooner, some later. The simple answer is that, unless a majority of people are having a problem, they're not likely to fix it. The main reasons are, most people won't notice or care (or even worse, it might worsen their experience); it costs money to fix bugs; and like I typed above: fixing one problem might lead to more problems down the road.

I understand the screen keep flickering on the laptop. Don't worry I'll try to help you out. Did you make any software or hardware changes on your PC? Were there any physical damages on your PC? To my surprise this is 1 of the few (and in my case the first one i could find) vids that actually adress this particular webcam screen flicker error, tho havn't tried if this works or not yet. Always thought more people would've had this issue, tho my assumptions were -like they usually are in my case- wrong once again. That said, let's actually try and see if it works. None of the videos on here told me how to fix mine but what i did to stop the flickering and glitching was to adjust my screen cables. (Took off the back cover of my laptop and *slightly* moved one part of the cable.) It appears that one part of the cable from my laptop had moved slightly out of its regular position (possibly from shaking during travelling) and I just moved it back a tiny bit. This fixed my problem. I would suggest asking a friend that's good with computers maybe to have a look or if you trust yourself to be able to do it then you do it. Otherwise ypu could always take it to a repair shop but you watching this video probably menas that you want to try fix it before paying someone to do it.

In my case, disabling the 2 services did not work. I finally got it to work by disabling the "Transparency Effect" in my Color preferences. On the desktop right click and select Personalize, then go to Color and look for "Transparency Effect". Disabling it solved my flickering problem.

I don't have iCloud, I have both of those services stopped, but still sometimes the screen flashes. But it flashes in weird way - not the entire screen, but like just the bottom part of it and it is in slightly bluish color. The flashing happens once in 5 - 10 minutes. If you don't mind deactivating your touch screen feature Go to Control Panel>Device Manager>Human Interface Devices> USB Input Device - right click and disable USB Input Device. This should deactivate the touch screen and resolve the flashing shadow cursor.

If ur looking for more speed for bootup and shutdown go for 8.1 or 10 but they will show errors like this if we remove the virus also the error continues.. only the way formait it into windows 7 and install malwarebytes pro and kaspersky total security put adblocker on google chrome

Great video, my situation was a bit worse as the screen kept blinking, and couldn't really use the mouse. I opened up the task manager and used that to run the actions suggested here. I also realized a software for slicing for resin printing (Chitubox) was causing this issue and removed it which fixed everything.
