With the kind of arguements Vivek comes up with, would he ever fund artists if he were the funding authority? How would he measure the "utility" of art. The problem with Vivek's arguement is that he completely under-estimates the sheer love of curiosity which is the bed rock of excellence. Excellence often leads to "success", but does "success" lead to "excellence" that often?

GDP economics, cheeper solutions, more consumerism etc. isn't probably a solution to the real problems facing our society. True that there is a fetish to publish among academicians, but it is more of a "systemic" problem because the funding agencies are overplaying the carrot and stick arguement. One can find a similar example is tv journalism which went from being a dynamic and creative profession to something that is more of a theatrics, because TRP ratings are the be all and end all for them.
