I’ve have had this problem and it was really bad. The other thing to add, which does sometimes get it working again as if you come in and out of show my caller ID. That can get it to work again if you just keep doing it.

Aeroplane mode worked for me. Before that I had this issue after updating iPhone 13 mini to iOS 18

or some reason turning on airplane mode brings my switch back. From there I can turn off "show caller ID", then turn airplane mode off and make calls on private.
