Visa on arrival doesn’t means that you can walk free through the green channel after swiping the passport at airports . Every country has its own emigration rules and it’s takes time to verify the travel documents and to decide whether to allow the person to enter their country. Those who travels to certain destinations should expect the delay at airports. Even in India emigration takes extra time to clear foreigners entering into the country. Last time, I waited around 1 hour in the queue at cochin airport to clear emigration and answered several questions before clearance.
