in device management aftr clicking pointing there is no touchpad option but is there only usb mouse option

No that's not the issue there is a issue with BIOS if that happens not to do with the computer especially if you are using Latitude 5420 by Dell.

Mine worked after I had to download a touchpad driver from the Dell website. The touchpad worked like a charm afterward.
