In fact, short of small dockside engines and narrow gauge locomotives, most dedicated switching steam engines in the US had tenders. Part of that was because even dedicated switchers were expected to occasionally take trains a significant distance _by US standards_ away from the yard, and part of it was so that the locomotive wouldn't have to constantly stop for coal and water while arranging trains.
