That's from just after the world war, many men were killed, many wounded, complete cities destroyed, a baby boom - they needed lots of cheep houses, quickly. I think it was assumed they were just temporarily because so cheap nobody would mind living in them shortly, take part in the economic boom, build better houses/quarters and tear down these temporary ones or build over them?

Who's going to pay for it? The share holders of course who didn't bother to inform themselves about / double check the numbers. I fear that the houses / buildings of such cheap fast building housing projects wth their too cheap materials - too thin outside walls with metal in them are just destroyed by the temperature changes summer/winter especially if nobody is living in them / maintaining them.
