Basically the NFFA doesnt wanna spend their money on homeless people. Hence the purge is created to get rid of those who are poor and homeless and cant afford guns & protection. Same goes for drug addicts and rehabilitation. The NFFA has deemed them "disposable" & doesnt wanna spend on them, so they pay people like Tavis to gather teens at the lowest point in their lives, to start a cult to get rid of the them.
