He was more like a revenge thirsty character against Mishima heirline (Heihachi and Kazuya) on his first appearances, for how he realized he was no more than a mere tool to motivate young Kazuya's growth when he was adopted by Heihachi and he never had any intention to pass onto Lee the Zaibatsu as a proper son. This spite, while he did indeed significantly chill as time went by, is still kinda in him as shown in various endings even till very recent series. It's just that his priority has eventually shifted with bringing vengeance and claiming the Zaibatsu as he got more things to care of after earning his own wealth by some unexplained way by the point of T4. I'd say to the extent that Lee and his Violet Systems decided to sponsor Jin and Lars' former-Tekken Force rebels, even though both him and Kazuya are both guilty of war crimes from the perspective of an outsider, partly because they themselves are the enemy of Kazuya and Mishima Zaibatsu.
