I think Loki is a more upstanding guy than he makes himself out to be. My personal theory is that Loki went with a rough crowd, but he cared none the less. As such his reputation was already in the toilet before everything went down. Then the Gods Knights arrived and killed Harald to obtain the legendary Devil Fruit he was protecting. In a last ditch effort to stop the fruit from falling into the wrong hands, Harald entrusted Loki to eat the fruit before it could be taken by the God's Knights. However, by the time anyone else arrived, King Harald was already dead, and Loki was blamed for his death by the God's Knights(and since Loki had a very bad reputation prior, it was his word against theirs, and his words didn't amount to much).

If Oda accounted for inflation, he may have intended it to be similar to luffy’s or even higher. US inflation was close to the inflation rate for dorry and broggy and if you use that for lokis bounty, assuming it lines up with shanks becoming an emperor, is around 3.5b. If the government wants loki as an ally makes sense they wouldn’t want to raise it. It also seem to be rare to have inflation apply to bounties in general though, so if true could be explained by that

Here’s my headcanon. Lokis fruit IS the sun-sun fruit: a logia with the power of the sun. The sun, if brought too close to earth, would vaporize all the water on the planet. The WG wants to flood the planet. The best way to counter a flood would be to vaporize the water. My personal opinion would be Hebi Hebi no mi: Model Nidhogg. The primordial serpent who gnaws on the roots of Yggdrasil. The world tree. Being a direct comparison to the World Government and being a thorn in their side/problem they will HAVE to do deal with.

I think the reason why Loki has a special bounty is because the bounty isnt on him- it's on his fruit. It's not "Alive Only" because they don't care if he's alive. It's not "Dead or Alive" because they don't just want him killed. They want the fruit retrieved because they're aware of how powerful it is. The government is absolutely aware of the fruit's existence, I believe Harold's death was a failed attempt to steal it, an attempt that Loki stopped and was blamed by the giants of Elbaf for.

After looking into some Norse mythology I'm wondering if Loki is an amalgamation of Loki and Hodr (blind God of darkness and winter). In the Norse story Loki tricks Hodr into killing his brother. Ya know there could be another explanation for why Loki has that special voice activated weather resistant Den Den Mushi. Maybe the weather resistant Den Den Mushi are native to the Underworld and one of his followers took a wild Den Den Mushi from the Underworld and made it to be a voice activated one because remember they don't natively have all the telephone parts.

i think sengoku would be aware of loki when loki was assigned a bounty under his leadership. if any marines were involved, the fleet admiral would know. and the gorosei dont keep any secrets about their military plans from the admirals theyre instructing to carry out the orders (the only thing theyve we've seen them be secretive about towards sengoku/akainu is imu). it's possible what's special about the bounty is that it's only listed/known to the holy knights/gorosei; tbf, we currently see the world government have a presence in elbaf wholly exclusive of any marines, so definitely possible...

With Shanks family seemingly growing like every few chapters im more and more sure that one of his family members in the God Knights will be actually nice, misses him, wactually wants to leave the group and hates what they are doing etc. etc. , my money is on his mother. Would be strange for a story if his whole family was like more evil then the devil himself.
