Agree with those below. Special thanks for giving 1G it share of the time. It was during the 1G period that wireless ( cellular) caught on with the public. Those handful of us that made 1G work in the US worked our butts off day and night to make it happen. Many of the wireless "historic" videos barely mention this period, some not at. Appears a lot of people don't know as much as they think they do.

For the first time I now understand how the telecommunication standards evolved from the first generation until the fifth generation. However I'd like to know if the 4G target speed of 1Gbps and 100 Mbps for stationary and mobile users respectively represents base station speed or user speed.

In most cases, the mobile base station is stationary. Therefore the answer is user speed with respect to base station. Due to doppler effect, if a mobile user moves so fast, the data rate achievable, will be less than a stationary user.
