The cartoon was written when Mister Ed was one of the most popular shows, hence the talking horse riddle.

The riddles were probably animated like that so Total Television didn't have to draw mouth animations.

Notice the Egress sign at 9:23. Stanley is trying the same scheme as P.T. Barnum. He thinks after paying to get into the zoo people will follow the sign to the Egress thinking it is a new exotic animal, only to find themselves exiting and have to pay again to reenter.
