Freedom of expression don't mean anyone is supposed to turn the loudspeaker volume up and take over the territory of others with dominating noises and fake worthy causes when they are meth users. When it's morning the homeless bedroom isn't picked up. They take over expressing that drama trying to be comfortable out there in the makeshift drug dens. No family values, no tribal values take place. All is free loving, temp relationships, try before you buy, with a faulty selection process, they rarely buy into it enough to get a place together, (There is no try, there is only do: YODA) so they wind up on streets can't do, just playing with trying, no commitments, no contracts, nothing moves on the planet without a contract or implication of one. They form replacement tribes/families out of other homeless addicts so feel free while still alive. Doors close and don't open again in life for drug and sex people due to they company they keep that deals the drugs and addictions that make the drug dealer first on their list of who to give money to, out there hiding in plain sight in the crowds. The perfect place to hook up with dealers and addicts is an endless beach party. Sex, drugs, and financial are all secrets all become a treason to family life, they lie like rugs, thought it was some freedom righteousness, and most won't pay any rent or try hard not to, but they think it's righteous, especially with the horn dogs and prostitutes, some forms of prostitutes have sex with a male for a body guard, all become alcoholics or addicts but it starts with sex early in life and the path takes them into negative feelings and rejections with anyone in home relationships.

The police don't talk because I believe they are busy listening to a voice that talks to them remotely and watching their body cams at the same time. They have to answer to what is being told to them. Probably: stand still, confront, don't engage in anything or engage. One said something about "that's above my pay grade". Authority comes from a certain pay grade and none of the beach party people know who is ranking and making orders or can stop orders. They are in an office someplace and have people watching everything by camera. Daffy Daisy or Delusional Daisy is still so clean looking and pretty, and tries to play the cops "your getting hunkier and hunkier shoulders...." but there is no way, no matter how much she wants, to keep on pretending she's defending more than her own interests with the sex card mostly. The men can't find her enough to play the winner/loser of the piece of ass game, without the beach and cameras on her. Daisy is not afraid to go to jail, so it really don't look like meth is getting in her way, it appears suspicious with her choice of people she likes to defend she's using it but with the cops seems as if she's not using it. Occasionally there's a person that knows to be real careful with meth, or get's it legally while older people can't hobble around or get out of the wheelchair or away from the walker, without it. Hard use addicts will be all laid up and seriously cranky without it.
