He might have been subtly using his powers to make female personnel more willing, but the reason why the Foundation supposedly tolerated it was because his powers tended to go haywire and kill a lot of people when he was pissed off, and being denied what he wanted pissed him off royally. Basically, their containment procedures amounted to "give him whatever he wants and keep him happy", which was why he was decommissioned. I honestly don't think 531-D was smart enough to be subtle, though.

I got the impression he was using his powers. Just because reality benders can make the walls turn into putty doesn't mean that they can't do more subtle things like make you fall in love with them. that's part of what makes them such interesting subjects to think about, and such horrible subjects to write about.

Clef joined to give his daughter a good life in the SCP foundation (his daughter is 166). This was how he got his current position after they discovered that he used to be part of the goc. They discovered it after he tried to kill the witch child and he was able to infiltrate the facility so easily in that. He was a part of the foundation before the conversation.
