That's not actually true, throughout her music videos we do see her evolving regarding what the culture of country was at that time. Before Shania released her any man of mine music video in 1995, country women including Terri were dressing overly modest, going so far as to obscure their natural curves, because men couldn't handle a sexy woman in country. Dolly Parton and Shania Twain broke down that barrier. They can be sexy, powerful, classy, and beautiful women on screen. Without being slutty.
