People had bigger hands in the early 60's to steer the massive wheels!, as time progressed, the hands got smaller, that's why it takes 2 hands to handle the Whopper!! √

In addition to being stylish for the time period, the larger diameter steering wheels of that era were intended to make it easier to turn (better leverage) on vehicles without power steering, particularly when parking. 😄👍🇺🇸

From the steering box to the frontend needs to be rebuilt. The gauge cluster needs to be gone through it all the wiring fixed probably thrown away and redone. The gas tank needs to be pulled out and has probably got the rust in there. The carpet needs to be replaced. Probably a good idea to do a break job and have a good look at all the braking components. Then assume that a probably needs some weatherstripping too. Nice car $5000 to $7000 to put into it should probably make a real nice car.
