Yes, the current LTC system will still be in place after 9/1. That’s why Paul is urging people to investigate the program and see if it is right for themselves.

If you’re serious about carrying just go ahead and take the class for the ltc it will teach you the benefits and downfalls of carrying including what happens if god forbid you ever have to use your firearm. Good info in this video

It doesn't sound like this guy really supports or agrees with hb1927. It sounds like he would rather a person take a ltc course. The DPS is supposed to be setting up a web page on their site specifically to educate ppl about the gun laws of the state to help mitigate any unnecessary problems for ppl exercising their rights.
