Well, if you want to know how it really works. First off, when you craft down metal, at Mann Co. HQ mercs can put 2 weapons that they use into a machine, which will bring out a scrap metal for them. Crafting hats is almost the same, but when you drop the metal into the machine, it goes through random blueprints and picks one then gives you that hat. Source: iunno where it is, but Valve said it sometime ago when someone asked how hats are made out of metal.

Oh my god, please do something about the fact that if you take 3 sandviches, craft 2 of them into scrap metal, and then combine the last sandvich with the newly made scrap metal you get a freaking Dalokohs Bar. I mean, HOW DOES THAT MAKE ANY SENSE?
