I imagine he doesn't want to, given that the version he would submit would 'technically' qualify under a Valve owned product, even if said product became unused to the broader public. Although on the other, he did say that it was mostly unfinished and that he had to tweak it as best as he assumed was their intention. It might just be too messy legally for him to deal with.

Honestly, I'd almost cross my fingers that maybe someone could make a similar, Legally Distinct™️ version of the concept and put it on the Workshop, maybe use the Yeti Coated eye code...stuff to have the engraving be in nice, consistent locations, like Swashbuckled would later do with its skull and crossbones Hell, it'd be extra cool if the engraving could change to the class logo of whoever a weapon belongs to [and the general TF logo if it's a shared weapon like the Pistol or Shotgun], but I dunno if that's actually possible But going from daydreaming to what could be to being real, considering the state of TF2 is we only ever get content in a grand total of 2 months during the final quarter of the year, and as Smissmas showed, we aren't even guaranteed 2 War Paint cases in a year at that, if I kept my fingers crossed such a War Paint could be added to the game, they'd likely end up mangled

One thing that I think might account for a few changes they made here was how skins would look on lower graphics settings. A lot of tf2 players have lower quality PCs so finer details and similar colors could blend together. Granted they went on to break that principle but they might have been thinking about that back when they cared still

This is all content prior to jungle inferno, so we don't know if any content was made after 2017 by valve.

We can assume they haven't made much since 2015, based on how little new content valve introduced from themselves. MyM had no valve content (aside from the matchmaking system and UI that killed fun) And aside from the rick may statue, a handful of warpaints, a few weapon models and the contraker for JI, valve has likely not made any new assets for the game since tough break in 2015 Kinda sad

here is the problem with unfinished and cut content . people always think that they are some sort of great thing the developer just removed . no , most of the time they are trying and experimenting with stuff . ton of things just get cut cuz they either not good or planned for further testing or just work in progress . game development as all type of design , normally go through multiple versions . honestly , if you think Valve just holding content . you got no idea how things work .
