Who is in charge, in these days, is usually the servant of someone. Differences are exposed in reactions beyond thought. The directly spiritually guided did need to address the physical side, if only for that being the example the followers could enact.

No. A divine representative uses methods tailored to their audience. This is why we need Imams: to guide us toward divine laws as circumstances change.
