It's cultural blindness...assuming everyone has the same conventions and mores. When you deal with a western man you deal with an individual. When you deal with men of a certain religion, you also deal with their family, their village, their religion, their culture. A very different viewpoint from which to see the world...apparently not taken into consideration by the authorities who are only reliant on responses developed over thousands of years by a native white population.
