I would put the Rock at 3 with Dave #1 and Cena #2. The Rock can only act well if he’s put in his own movies like Walking Tall or Snitch. When there’s established movies or franchises then bringing him in doesn’t really up the value because then he’s acts like himself rather than a character. Fast & Furious, Jumanji, Black Adam. The only decent movie that he did added value to was G.I. Joe sequel.
