The real value of this video is to teach you how to turn a simple idea like "if you are not motivated to begin a task, just do it form 15 minutes" into a self-help book, and a 1000 talks and interviews. You can literally substitute any similar idea and you have a plan.

“Wow, this TED Short was incredibly insightful! The way the speaker explained complex ideas in such a brief amount of time is truly impressive. I love how these shorts make learning accessible and engaging.

I’ve been doing this for several years now and reaped the benefits. I do it all day long, in between I read, or meditate or walk. I never thought about it as being “book” material!

Cool! After your 15-minutes on a task, how long is your break? E.g. do you read/meditate for another 15 minutes and then maybe return to your earlier 15-minute task or start another 15-minute task?

A therapist told me similar a few years ago, but she suggested a 5 minute rule

Set an alarm for 15 minutes to try and use the 15 minute rule.

"You are what you do, not what you say you do." If you're thinking about doing something, be about it. Strive for 15 minutes. Turn thinking into doing.

I'd rather not buy the book just now. Can someone tell me this: is the 15 min rule meant to be a *daily* exercise?

Sounds like it. She said to do the thing 15 minutes, three days in a row. On the third day, you can continue longer than the 15 minute timer.
