I think Hashirama is so impressive is because he achieved his powers and prowess by himself. No tailed beast help, no unnatural buffs to enhance him. Plus, the fact that so many characters were high on his cells is a big testament to him.

The reason Tobirama gets so shafted is because it was established he lost to the Kinkaku Force (and they didn't make it overly clear but implied the Gold and Silver brothers themselves were on that team) and his brother was the main rival to Madara Tobirama invented new creative Jutsu but we seen most other characters who used them master them to a far greater degree. Originally Minato was supposed to be the strongest of the Hokage (before they revealed that edo nerf was a thing)

Hashirama's legacy is as the base of every inch of the lore. He and Madara are the founder of the ninja world (the villages and the current Ninja system), the Will of Fire is his philosophy and Madara and Tobi are explisitly trying to topple his legacy. He's even intimately connected to the sage of the six paths due to the whole reincarnation trash. The ninja world exists because Hashirama, the tailed beasts got divided between the villages because of Hashirama, many of the villains gets their powers through Hashirama, Madara's insanity is to a huge extend caused by being beat up by Hashirama and the world Obito is desperate to get rid of was build by Hashirama. He's both the source of the ideology of the heroes and and embodiment of everything the insane Uchiha brigade detests. "But Kaguya..." Kaguya is the progenitor of the Chakra. She didn't create the villages and the Ninja system.
