Oklahoma and Kansas I know for sure has no inspections . We done away with inspections back in the eighties and yes most have horns lights , wipers , signals , as for windows can be made out of whatever as long as they are shatter proof and free of any driver obstructions, yes these cars have tags. slicks are illegal we always drove to the track then mounted slicks on the rear and these days they do build big hp motors which will pass emission. Look up buttler performance.
