This experience would be a 5th-dimensional rather than a 4th-dimensional one, because of the fact that space is actually a plane or realm. Each plane/realm has only 3 dimensions. That means the 3rd dimension is the highest spacial dimension. Then we have to enter the next plane/realm which has additional 3 dimensions and is fully connected to the previous one. This would be the plane/realm of "motion". Unfortunately, we're currently able to perceive only one dimension of it and this is the 4th dimension as we count further from the 3rd one. This means if we only had 3 dimensions we couldn't move, water could not flow and so on, as an example. What we experience as "time" is just the first dimension of motion as an extension to the previous 3 dimensions of space and it only acts 1-dimensional. The next level would be the 5th dimension where motion now acts 2-dimensional, so we are able to control the position of "time" as well as that of space, merely through the power of will. In the 6th dimension where motion acts 3-dimensional, we would have multiple "timelines" which we're now able to travel between, also through the power of will. All beings and objects higher than those of 4 dimensions are outside of the 4D-matrix and therefore we're not able to be aware of. This is why we usually don't encounter any time travelers or visitors from parallel realities as well as extraterrestrial beings or objects, because they're outside of the 4D-matrix.

Time is, may be 0D instead of 4D. Because 3D can see 2D and 2D can see 1D. It means the higher dimensions can see or know everything about the lower dimensions. I saw one of the comments says that "Time is the separate aspect of every dimensions" so it is the same as "Every dimensions has time." In our 3D world, we will not know or we cannot think about 4D world. So, even 1D has time, time can be 0D.
