A funfair from Gen 1 is that a move can do so little damage that it is considered a miss. Pikaspray has a video about a frozen gengar being forced into a battle against a nidoran with poison sting upon start up of the game.

Regarding accuracy and evasion, a difference of 6 stages is the maximum chance that can affect a move's chance to hit. Meaning a pokemon with -6 accuracy is actually no less likely to hit a pokemon with +6 evasion than it is to hit a pokemon with +0 evasion

For the move failure one I’d agree that’s probably the lowest you can get with a consistent set up but every time you use protect successfully the chance of success is characterized by a fraction where the denominator is 3 to the power of previous successes in a row so there actually is no lowest chance of a move succeeding bc I believe there’s no cap on how many protects could happen in a row

There actually might be a limit here, even if not one explicitly programmed in. Computers suck when it comes to random numbers, and doing stuff like rolling die, but can generate close approximations. This would definitely require a deep dive into how RNG works for whatever pokemon game you decide to do this in, but as an example one way you can handle flipping a coin asking the computer to generate a pseudorandom number, that is either 1 or 2, and then if that number is 1 it can return heads or tails for a 2. You could similarly test for heads on a theoretical three sided coin by asking it to generate a number of 1, 2, or 3 and only letting you pass if you get exactly a 1. You can say the odds are 1/n where n represents an n-sided dice or coin or whatever, and maybe n can represent the chance of protect succeeding, so it would be 3 on the second protect, 9 on the third, etc. The issue is that there is a practical limit to how high n can be in computer software. You can certainly represent and calculate using massive numbers in computers, but for something like a video game it's pretty rare to need to go higher than the 32 bit integer limit and so most programmers will pretty liberally just use a data type that breaks when it goes higher than that, (using datatypes that can represent larger numbers when unnecessary can bloat ram usage) so if the system that game uses is designed in such a way that it is incapable of going past the 32bit integer, then the chance would either be 1 / the 32bit integer limit or 1 / whatever power of 3 gets closest to the 32 bit integer limit without going over. Once n passes that limit no telling what happens.

Blanket reply to everybody talking about overflow glitches: Pokémon has (to my knowledge) always structured values within the code to count up from zero. No negative numbers. An overflow would result in the damage number rolling over from the maximum number to zero and then continuing to increase from zero. Essentially, overflows in Pokémon subtract the maximum possible value from the stat. For example in Gen 1 Mewtwo can use amnesia to put its special stat above 1023. There are safeguards to prevent the rollover (for example damage calculations use 999 instead of the real value), but under the right circumstances an overflow error can be caused which reduces Mewtwo’s special stat by 1023. Unless there’s a massive cache of glitches introduced in some generation related to negative integers that I’ve never heard about, there’s no such thing as “negative damage” in Pokémon. Only damage and healing.

The idea is really solid though, I believe cleffairy is better than onix due to access to Role Play as well as Mimic to copy an ability to halve damage. Plus it would be much easier to get in games due to Mimic being obtainable by breeding and Role Play being a move tutor attack in USUM.

Rain and sun aren't the only way to reduce the power of moves. Grassy terrain weakens certain ground type moves, including magnitude. So a bug/grass type in grassy terrain against magnitude might have something to it.

You could make the chance to hit much much less by having spinda use protect two times in a row and giving the attacker Truant and trying to attack on a loaf turn. Have a second pokemon also be paralysed and confused, as well as infatuated use skill swap so that the attacker will only be able to attack if skill swap goes trhough, and then it breaks through its own status, and protect fails.

No, except for generation 1, if a damaging move hits and the target is not immune it deals at least 1 damage. So this 0.003 damage is only theoretic when you go through the calculations yourself.

Using endeavor, which is classified as a physical attacking move, on a target pokemon that has a HP greater than or equal to your own pokemon. The attack connects... and does absolutely 0 damage. A bit dull for sure, so it probably won't count.

Unless there was like some kind of bug where negative damage actually healed then healing is not damage. The most likely way to get negative damage would actually be to stack overflow error a game. Like do so much damage that the numbers roll over into the negative. They become too high for a computer to process, so it just circles back into negative instead.

That’s not generally how the damage calculations are structured in Pokémon, an overflow or underflow would result in neighboring data being corrupted or the number rolling over to zero and starting again from there. In fact in Gen 1 Ubers it’s possible to glitch Mewtwo’s special stat into overflowing, which sets it to a low number easily taken advantage of by most other Pokémon.
