I know this game was based off the adventures of Batman and Robin cartoon but the music sounds alot like Batman Beyond.

I plan to try Time Crisis 3 2 player at some point in the future. Not sure about 1p, though.

Your weapons can be leveled up. See at 4:54 where I go from double to triple shot.
