Yes. It's bad enough without the atk speed debuff. It's going overboard with atk speed debuff. I think this is a challenge character

Use Dice Gun to get 2 material on every kill, the bounce and piercing it has also helps a ton to overcome the early attack speed loss. This character is stupidly easy with Dice Gun.
