How is the idle wattage? Prev arc Gpus used to hit around 40watts idle if connected to higher than 60 hz displays & even with ASPM set to Level 1

im looking for a laptop on par with a mobile 4090 rtx GPU, im not really in the world of upgrades or i haven't been lately, my current laptop has a 1060 q max gtx from 2017 and my desktop has a 970 gtx from 2014. So I've long been out of the game. Do you think there will be a fully intel laptop coming out on the market or should i just take a 4090 rtx laptop deal when they announce the 50 series?
