4 days later, now there is an improved Gruha Jyothi application and it looks and feels much better now.
The link remains the same sevasindhugs.karnataka.gov.in
But the experience has improved. (but then again this is late at night)
If you are not able to access the website due to various issues, try late at night, when Karnataka is not desperate for Free Electricity! :D

It would be easier to give owner's aadhaar because the electricity connection would be in the owner's name

But the owner could have applied already for his own place and therefore you might not be able to proceed. I am not sure but I guess you can then try with your Aadhaar. Would be better to check with the electricity company

I would suggest you got to your electrcity station / BangaloreOne centre and check 14) I am a Tenant; Bill is in the name of owner, will I also get the benefit? Yes, Benefit can be availed if address proof - rental/lease agreement or Voter ID showing address of the premise is furnished along with Aadhar for the concerned connection. 15) As a tenant what are all the documents I should submit to register under the scheme? Tenants can register with address proof - rental/lease agreement is furnished along with Aadhar for the concerned connection.
