The Penguin is called The Penguin because he's a fat guy in a tuxedo 😂 That's genuinely all there is to it. Don't forget that all these characters are from comics meant for elementary school kids from 80 years ago. Stuff that began as completely light-hearted and simple have evolved into these elaborate mythologies with tons of adult themes and situations just because they've been around *that long*. So, tl,dr: The Penguin is called The Penguin because there was already a Batman villain called The Penguin from the early 1940s, and this is what he's like now that it's 2022. 😄
